Our company dares to "grab the microphone" in the international market, which shows that our way of participating in international competition is trying to move to a new level.

One step: from product to standard

On May 4, the company's technical team was working hard to improve the revised draft of the standard and determine the final verification test plan in accordance with the requirements of two recent international standard revision meetings. In the company's test workshop, general manager Ren Yufeng pointed to the expensive testing equipment and told the reporters: "the two international standard test data we revised are from these testing instruments, which represent the most advanced technology and performance in the industry. The company presided over the revision of the two international standards on plastics - UHMWPE molding and basic materials. Although the technical terms are rather awkward, the application fields of the so-called ultra-high molecular weight polyethylene are closely related to us, such as bulletproof vests, tank armor, knife cut resistant gloves in the field of national defense, as well as mining pipelines and sea lighthouse buoys in the civil field.

Now, the research and development of UHMWPE materials in China has been listed in the national "863" plan, and the European and American countries are also actively carrying out related research and development.

For UHMWPE material classification and nomenclature rules, performance test items and test methods, the current effective international standards were issued and implemented in 1998 and 2001, and the technical contents need to be revised. However, it is not easy to participate in the revision of international standards, let alone to preside over the revision. Guo Yongzhi, director of the standardization department of the Provincial Bureau of quality supervision, said that after the establishment of the international organization for standardization, more than 80% of the international standards are dominated by western developed countries. For a long time, Chinese enterprises have neither consciousness nor strength to participate in the formulation and revision of international standards, so they can only abide by other people's standards and rules in international trade. One is the high international standard, and the other is the provincial private enterprise of unknown origin. It seems that the two are far apart. So, how does our company "grab the microphone" internationally?

In Chengde high tech Development Zone, our Jinjian company, which only covers an area of 10 mu, is a bit cramped. Although the scale of the company is not large, after 23 years of R & D accumulation, the company has become a "little giant" in the field of plastic materials and products, with 28 core technology patents. "There was a lot of controversy when we made this decision." Mr. Ren recalled that, for example, what people question most is why a private enterprise has to spend so much energy and money to participate in the formulation and revision of international standards? In this regard, Mr. Ren expressed his experience.

As a private science and technology enterprise, at the beginning of its establishment, Jinjian company relied on its own R & D team and devoted itself to products and technology. However, the products that enterprises put in a lot of R & D efforts to launch sometimes can't go abroad because they don't meet the international standards; internally, they can't be "used for reference" by peers within a few days, and the protection of intellectual property rights is not in place. After repeatedly hitting the wall, Mr. Ren realized that it's better to make the rules of the game than to abide by other people's rules. Since then, the company has actively participated in the formulation and revision of various standards. As of 2016, he has presided over or participated in the formulation and revision of 16 national and industrial standards.

In September 2016, the company's technical personnel attended the 65th annual meeting of the plastics technical committee of the international organization for Standardization in Berlin, Germany. At this annual meeting, on behalf of China, a proposal was put forward to revise the standard of ISO 11542 ultra high molecular weight polyethylene. "In general, proposals to revise international standards require the agreement of experts from more than five member states." Mr. Ren said that with its scientific method and detailed test data, the amendment proposal proposed by Jinjian company was unanimously approved by international experts on the second day of submission.

On April 21 this year, the company convened the first working meeting of the ISO 11542 standard revision working group in Chengde, and invited domestic and foreign experts such as Shanghai Research Institute of chemical industry to attend the meeting. Ren disclosed that the expert group plans to submit the draft ISO standard document in early May and discuss the document at the 66th annual meeting of ISO / TC61 held in South Korea in September this year.

However, when it really invested in the revision of international standards, Jinjian company found that it needed not only professional and technical personnel, but also a large number of interdisciplinary talents who knew both technology research and development and international rules to preside over the revision of international standards. "Under the background of economic globalization, the awareness of enterprise standardization in our province is becoming stronger and stronger, but compared with advanced provinces," Hebei voice "is not loud enough on the stage of international standards," he said According to the latest survey of the Provincial Bureau of quality supervision, in 2016, our province only presided over the formulation and revision of one international standard and participated in the formulation and revision of eight international standards. At present, Qingdao has undertaken the Secretariat of 25 international and national professional standardization technical organizations, and presided over or participated in the formulation and revision of 74 international standards.

Director Guo Yongzhi believes that the biggest bottleneck restricting Hebei enterprises from participating in the formulation of international trade rules is the lack of scientific and technological level and strength, which is also a short board that Hebei enterprises need to make up. For the private small and medium-sized enterprise Jinjian company, the more realistic problem is that it has a huge investment in the early stage to participate in the revision of international standards. For example, in order to maintain the leading edge in technology, Jinjian company invests 5% of its profits in R & D every year, especially in some basic R & D. For private enterprises of the same scale, the proportion of such investment is not low. In view of the enterprise's own experience, while encouraging peers to participate in the formulation of various standards, Mr. Ren suggested that peers should consider "technical strength" and "economic strength". He believes that for more Hebei enterprises to dance with international standards, it is urgent for the government to introduce a series of relevant support measures. Fortunately, such policy guidance will soon be fully carried out in our province.

Recently, the Provincial Bureau of quality supervision and the Provincial Department of Finance jointly issued the "Hebei Province standardization funding measures". According to the measures, from January 1, 2017, various enterprises or organizations in our province will sponsor the development and revision of international standards with a subsidy of 300000 yuan; sponsor the development and revision of national standards with a subsidy of 200000 yuan; sponsor the development and revision of industrial standards with a subsidy of 100000 yuan. "Although compared with other provinces, support funds are limited, but this is a good start." Mr. Ren said.

What can these two international standards revised by our company bring to enterprises?

Two years ago, our company participated in the formulation of a domestic plastic industry standard. In order to ensure the leading technology, they tried to invite a peer from Germany to participate. At that time, the technical voice of the standard was basically in the hands of the German enterprise. "At that time, after the invitation was sent out, the other party ignored it at all!" Mr. Ren said that the other side did not believe that a small private enterprise in Hebei had the strength to set industry standards. Nowadays, many enterprises line up to our company to order testing instruments. "Because the future international standards are in our hands. In other words, whether your product and performance are qualified or not must be measured according to our standards. "

In general Ren's view, the benefits brought by standards to enterprises are unlimited. The direct benefit is that once the revision is completed, the publicity and implementation of the two standards in the Member States will enhance the international reputation of the enterprise and bring about a substantial increase in product sales. In addition, indirect benefits are more to be expected. For example, through this revision of international standards, the management level and efficiency of the enterprise have been greatly improved, and the shift and speed of the enterprise have been promoted; the enterprise has made breakthroughs in technological innovation, personnel training and other aspects, and its core competitiveness has been significantly enhanced. The greater effect is far beyond the enterprise level.

Director Guo believes that the significance of standardization is to drive the industry, and sometimes even determine the rise and fall of an industry. According to reports, taking the international standard of digital TV as an example, this international standard is actually a set of coding standards. And it is in the hands of European and American countries. If Chinese enterprises want to participate in the international market competition, they must code according to other people's standards, and the use of this set of codes has a cost. In reality, because of missing the participation in the revision of the standard, the primary industry in our province once declined. At the end of last century, tuntou village near Shijiazhuang had dozens of enterprises related to national flags and colored flags, with an annual output value of 300 million yuan. It is the largest national flag production base in China. However, the national standards of fabrics for national flag and national flag were revised successively, which stipulated the variety, material combination and technical requirements of fabrics for national flag printing. Unfortunately, our province has no chance to make and revise these standards. After the implementation of the new standard, because the fabric produced according to the original process is not up to standard, the flag enterprises in our province can only give up the traditional process, resulting in the low profit of the flag production industry in tuntou village, and finally no longer prosperous.

Now, Hebei, who has realized the importance of standards, proposes to improve the standard system of our province by 2020, and strive to preside over or participate in the formulation and revision of more than 15 international standards and more than 1000 national and industrial standards.
